Facilities management (FM) for schools - common questions

Can Inscyte work alongside our existing FM provider?
Yes. Everything Inscyte Support does is optional and built around your estate. We can manage your current contractor and hold them to account, deliver facilities management through our service partner, or provide oversight only. You choose the model.
Do you only support schools in PFI contracts?
No. Inscyte Support works with any school, academy or trust, in a PFI contract or long out of one. Post-handback estates, non-PFI schools and local authorities can all use Inscyte Support to run compliance, maintenance and capital works.
What’s the difference between statutory compliance and health and safety?
Statutory compliance and health and safety go hand in hand. Both play a vital role in creating a a safe, well-managed school environment - but they have different purposes.
Statutory compliance is about making sure your school meets its legal obligations for the safety and management of its buildings and facilities. This includes areas such as
- Fire safety
- Asbestos management
- Electrical and gas safety
- Water hygiene
- Legionella control
- Playground safety
Keeping accurate records and completing actions on time helps demonstrate that your school is meeting its legal duties.
Health and safety is broader. It focuses on identifying and managing risks that could cause harm to pupils, staff, visitors or contractors. This includes risk assessments, safe working procedures, staff training and managing everyday hazards.
Put simply, statutory compliance ensures your school meets its legal obligations, while health and safety focuses on preventing harm and keeping everyone safe. Together they provide the foundation for effective school premises management.
How can I reduce the cost of hard FM?
The main way of reducing your hard FM costs is by shifting from reactive repairs to Planned Preventive Maintenance (PPM). That way, you’ll have fewer breakdowns and fewer costly call-outs. You can also consider consolidating contracts with various providers.
If you’re in a PFI school, take a good look at your contract. Most hard FM costs are inside the unitary charge. This looks fixed, but it isn't untouchable.
How does FM impact safeguarding?
Directly. Safeguarding doesn't stop at the classroom door. It runs through your buildings, your site and the people who maintain them.
FM decides whether pupils are safe from the moment they arrive. It covers:
- Site security. Fences, gates, door access, CCTV and visitor control.
- Contractor access. Who is on site, who has been checked and who is supervised?
- Building condition. Working locks, fire doors, good lighting and clear sightlines.
- Repair response. A broken lock or gate left for weeks is a gap in your safeguarding.
Keeping Children Safe in Education (KCSIE) is clear on contractors. Get written confirmation that the right Disclosure and Barring Service (DBS) checks are done. Check ID on arrival, every time.
In a PFI school, the contractor delivers the FM. The responsibility for safeguarding stays with you. So don't assume. Check what your contract says about vetting, key control and out-of-hours access.
